Rick Guzman honorably served the Dallas community as a Police Sergeant for 29 years supervising sworn and civilian personnel before retiring in 2017. As a resident of Frisco and Denton County he served on the Denton Central Appraisal District (DCAD) Appraisal Review Board (ARB) and was designated as a Panel Chair responsible for resolving disputes in market value between Denton County property owners and DCAD.
Rick is a homeowner, business owner and Realtor® in Denton County. He actively participates in the Greater Denton Association of Realtors advocating for private property rights.
As a Realtor® Rick continues to serve the public by his commitment to a Code of Ethics to assist regulatory bodies to eliminate practices which may damage the public. Realtors® share a common responsibility to serve their profession and the public with integrity and honor.
Rick and his wife Rosanna have lived in Denton County for 23 years and have a son and daughter. Their son is a Graduate Student at UNT and their daughter will attend UNT in the Fall of 2024.
Currently there are 5 Directors appointed by the TAXING UNITS that participate in the Appraisal District. In 2023, the Texas legislature established that 3 additional directors are to be elected at-large by majority vote at the general election to be held
May 4th 2024.
As a former ARB Panel Chair Rick Guzman has a significant understanding of the Board of Directors responsibilities which include hiring the Chief Appraiser and adopting DCAD's annual operating budget.
Rick Guzman has proven management and leadership skills in his 29 years with the City of Dallas. As a Realtor® and property manager, accountability, transparency, and oversight are the cornerstones of a fiduciary. Fiduciary duties include duty of care, loyalty, good faith, confidentiality, prudence, and disclosure.
